This collection contains materials documenting the career of Jean Moore as the University President’s Assistant from 1982-1999. Materials include newspaper clippings, correspondence, memoranda, press releases and office files from when she served as chief liaison to the state legislature.

Historical note
Before being employed in the Communications Department of the University of Rhode Island, Jeanne Moore acquired an impressive educational background. Her degrees included a B.S. in Nursing from The University of North Carolina, Chapel Hill, a B.S. in Technical Journalism from Oregon State University, and an MBA with a marketing emphasis from The University of Rhode Island. Moore participated in several science writing internships from 1972-1975 and then moved on to become the Director of Public Relations at Butler Hospital, in Providence, Rhode Island. In 1977, she became the Director of Marketing and Public Relations for the Women and Infants Hospital of Rhode Island. In this position she was in charge of all media relations and acted as the hospital's spokesperson. Jeanne Moore was hired by the University of Rhode Island in 1982 to serve as its Director of Communications. She was responsible for four departments: the University News Bureau, Photography, Radio and Television, and Publications. During Moore's tenure the publication, “The University Pacer” was created as an organ of the University to encourage funding and promote the University's research accomplishments. One of Moore's primary functions was to manage the University Relations Program, this included marketing and advertising activities, designing, printing, and distributing of reports and brochures promoting the University. Moore was also instrumental in the planning and coordinating of campaigns for bond issues. She was successful in promoting three such bond initiatives: $4.8 million in 1982, $8.7 million in 1986, and $17.7 million in 1988. In 1992 Moore became the Assistant Vice President of Communications and Information and her work became increasingly focused upon the legislative agenda of the University. Moore became the head of the URI Grassroots Network in 1996. This volunteer program was dedicated to supporting the University’s government relations and legislative agenda at the community, local, and state levels. Moore served as the primary lobbyist and spokesperson for URI, working in both Rhode Island and Washington, DC. Her efforts on behalf of URI contributed to the success of eight higher education bond issues that produced about $150 million for URI. Moore retired in January of 2001 and Andrea Hopkins was named as her successor.

Scope and Content Note
The records of Jeanne Moore, 1982-1999, document her career in the Communications Department at the University of Rhode Island. The records consist of two series. Series I consists of the records accumulated by Jeanne Moore in her position as Director of Communications during the President Eddy administration. These include correspondence and memoranda, drafts of press releases, news clippings, speeches, and files dedicated to important events during President Eddy’s career at URI. Jeanne Moore’s office files as chief liaison to the state legislature are also represented in the records. These records document her efforts in marketing, government relations, and the essential legislative initiatives of the University, during the Edward Eddy (1983-1991) and Robert Carothers (1991- ) administrations.
After processing, the records were arranged into two series:
Series I, Public Relations- The Eddy Administration, series contains documents dealing with Jean Moore's responsibilities during the tenure of President Eddy at the University of Rhode Island (1983-1991). The correspondence and memoranda pertain to Jeanne Moore’s promoting the University and apprising the president on media and public responses. Records are indicative of her interaction with Eddy on a wide array of topics related to University relations and with public officials. Documents include drafts of public relations responses, news clippings and press releases, speeches and interviews by President Eddy. There is also a substantial amount of information related to issues of governance in the Eddy administration with respect to public relations. Of interest in this series are records documenting the controversial search for an athletic director, Eddy's response to the Koch Report, the “Options for Higher Education Governance Report 1994," and information pertaining to the reorganization of URI in 1987. The records are arranged alphabetically by subject and chronologically within the folders.
Series II, Liaison to the Legislature, documents Moore's position as URI's Chief Liaison to the Legislature from 1985-1999. These documents consist of information related to government relations, the Grassroots Network (the University's public awareness group), and legislative events, issues, and priorities for higher education. The records are arranged alphabetically by subject and chronologically within the folders.

Liaison to the Legislature1984-1998
This series documents Moore's position as URI's Chief Liaison to the Rhode Island State Legislature from 1985-1999. The records in this series document legislative issues and priorities for higher education. In 1996, Moore became the head of the URI Grassroots Network, a volunteer program dedicated to supporting the University’s government relations and legislative agenda at the community, local, and state levels. Information contained in folders labeled "Grassroots Network" consists of lists (alumni association executive board, south county delegation, legislators, class agents, etc.), mailings, newsletters and other documentation of the management of the lobbying group. Of note, are printed materials and informational packets (1996-1997) utilized for educating both Network members and targeted populations. In addition to the newsletters, ”Action Alerts" (1996-1998) were sent to the URI constituency; these were updates on upcoming legislation and government relations issues that the Grassroots Network focused upon.
In her capacity as the primary lobbyist and spokesperson for URI, Moore worked in Rhode Island and Washington on the University's behalf. The records reflect this effort. The folders entitled "Legislative Event" contain information on the yearly legislative events hosted by URI to raise awareness and address higher education issues. The records contain information concerning the planning, logistics, and promotion as well as guest lists of legislators and university and other officials. In addition to these yearly events, the records reflect a variety of activities that include legislator luncheons and basketball games.
